The invention discloses a cast-in-place pier construction steel bar positioning device and method. The device comprises an electric linear sliding rail, a distance sensor, a positioning terminal and an intelligent recognition module. The distance sensor is installed on the electric linear sliding rail, the electric linear sliding rail, the intelligent recognition module and the distance sensor are all connected to the positioning terminal, and the positioning terminal is used for receiving information of the intelligent recognition module, controlling the electric linear sliding rail to work and driving the distance sensor to move to a detection position. By means of the device, use of customized positioning ribs can be avoided, the device can be suitable for different projects by disassembling and assembling the electric linear sliding rail, and therefore the purpose of saving cost is achieved. And by means of a distance sensor and an early warning system, field workers can greatly improve the steel bar binding precision, and a finished product reaches the design requirement level.
