The invention provides a dimming device and a dimming system, and belongs to the technical field of dimming glass. The dimming device of the present disclosure comprises: a first substrate; the plurality of dimming structures are arranged on the first substrate at intervals; a first gap is formed between the adjacent dimming structures; the dimming structure comprises at least one dimming layer; the dimming layer comprises a first bonding layer and a dimming assembly which are arranged in a laminated mode in the direction away from the first substrate. The at least one filling structure is arranged on the first substrate; each first gap is filled with one filling structure; the filling structure and the first bonding layer are of an integrally-formed structure.
