The present disclosure belongs to the technical field of switchable glass, and provides a dimming device and a dimming system. The dimming device in the present disclosure comprises: a first substrate; a plurality of dimming structures, which are arranged on the first substrate and spaced apart, wherein a first gap is formed between adjacent dimming structures, each dimming structure comprises at least one dimming layer, and the dimming layer comprises a first bonding layer and a dimming assembly, which are laminated in a direction away from the first substrate; and at least one filling structure, which is arranged on the first substrate, wherein one first gap is filled with one filling structure, and the filling structure and the first bonding layer have an integrated structure.
