The invention discloses a water stop plugging device with a rotary jet grouting anchor cable penetrating through a water stop curtain and a construction method. The water stop plugging device comprises a water stop base assembly and a plugging base assembly. The water stop base assembly is inserted into the plugging base assembly to be fixed; the water stop base assembly comprises a small fixing disc (5), an expansion water stop pipe (6) and a plugging pipe (7). The plugging base assembly comprises a fixing disc (1), a thick water stop piece (2), a base (3) and a steel anchor cable (4). The plugging device is synchronously brought into the waterproof curtain end by combining the technical characteristics of the rotary jet grouting anchor cable and utilizing the traction force of the rotary jet grouting anchor cable, the device is tightly attached to a drilling soil body, a steel anchor cable and a threading hole by utilizing the water swelling of an expansion water stop piece, the sealing effect is achieved, meanwhile, the plugging pipe is plugged into a preformed hole of a component base, and the end part is rebounded and expanded, so that the sealing effect is improved. Reverse tensioning is achieved, and the final plugging and water stopping effect is achieved.
