The invention provides an actuating assembly and an oil filling port/charging port flip cover assembly. The flip cover assembly comprises a flip cover and a locking and unlocking structure. The flip cover comprises a locking joint part, and the locking and unlocking structure is provided with a locking position used for locking the flip cover and an unlocking position used for locking the flip cover. The locking joint part can drive the locking and unlocking structure to move out of the locking position, so that even if the locking and unlocking structure is locked firstly, the turning cover can also move to the closing position. The actuation assembly includes a drive member and an unlocking drive structure. The driving part can rotate to drive the flip cover to move, and the unlocking driving structure can rotate to drive the driving part to rotate. The unlocking driving structure can convert the driving force applied to the unlocking driving structure into the increased transmission driving force to be applied to the driving part, so that the power applied to the unlocking driving structure for emergency unlocking of a user is reduced. The unlocking driving structure can further drive the driving piece to move so as to partially open the flip cover, and therefore the user can know that unlocking is in place and the flip cover is easy to open.
