The invention discloses a polycarboxylic acid water reducing agent capable of reducing the adsorbability of a reclaimed material and a preparation method of the polycarboxylic acid water reducing agent. The polycarboxylic acid water reducing agent is prepared from 30%-35% of acrylic macromonomer, 55%-60% of water, 0%-0.5% of hydrogen peroxide, 3%-5% of acrylic acid, 0%-0.5% of hydroxyethyl acrylate, 0%-0.5% of mercapto propionic acid, 0%-0.5% of a catalyst, 0%-0.5% of vitamin C, 1%-5% of sodium hydroxide, 0%-0.5% of a retarder and 0%-0.5% of an air entraining agent. In the hydration process of cement, after polycarboxylic acid is added, PCE molecules are attached to the surfaces of cement particles, and polar groups such as sulfite ions, carboxyl ions and hydroxyl on side chains carry negative charges and are in like-pole repulsion with the cement particles, so that the cement particles are dispersed to a certain extent, water molecules are released, and the cement particles are dispersed to a certain extent. Therefore, the flowability of cement paste is improved, the stirring time is shortened, the water-reducing rate is improved, the adaptability of the cement paste to cement and gravel is improved, and the sensitivity of a polycarboxylic acid water reducer is reduced.
