The invention provides a pouring device and a pouring method for a highway subgrade. The pouring device comprises a support, two discharging mechanisms and a leveling mechanism, the two discharging mechanisms are installed on the two sides of the support respectively, the leveling mechanism comprises a baffle A, an oblique leveling plate A, a leveling assembly, an oblique leveling plate B and a baffle B, the baffle A and the baffle B are connected with the two discharging mechanisms in a one-to-one correspondence mode, and the baffle A and the baffle B are arranged in a right opposite mode. The baffle A and the leveling assembly are in angled connection through an inclined leveling plate A. The baffle B and the leveling assembly are in angled connection through an inclined leveling plate B. The pouring method comprises the following steps that the baffle A and the baffle B are attached to the two side formworks of the pouring formwork correspondingly; the two discharging mechanisms convey the concrete to the two sides of the to-be-poured area; and the pouring device is driven to move in the length direction of the side formwork, and concrete in the to-be-poured area is leveled through the oblique leveling plate A, the leveling assembly and the oblique leveling plate B. The construction efficiency is high, and the quality of the roadbed located on the edge of the formwork can be improved.
