The invention relates to the field of resource treatment of bulk industrial solid waste (coal gangue), provides a treatment method and device for rapid combustion and decarburization of coal gangue, and aims to solve the problem of deflagration caused by rapid precipitation of volatile components in the coal gangue combustion process and the problem of poor decarburization effect caused by incomplete combustion of fixed carbon in the coal gangue. According to the main scheme, the method comprises the steps that raw materials are prepared into particles, the particles are dried and preheated through a belt dryer and then enter a pyrolysis device to be subjected to low-temperature dry distillation treatment, part of volatile component gas is separated out, and pyrolyzed coal gangue particles are obtained. Then, the particles enter a belt type sintering machine tunnel kiln through a middle stock bin to be subjected to self-roasting treatment, then decarburization combustion treatment is conducted, and coal gangue particles obtained after decarburization combustion are obtained, namely, the water-retaining ceramsite is obtained. If high-strength ceramsite or gravel needs to be produced, coal gangue particles subjected to decarburization combustion need to be subjected to deep combustion decarburization and surface high-temperature vitrification treatment through a rotary kiln.
