The invention discloses a swing type seismic mitigation and isolation cable saddle which comprises a saddle body and a base, a mounting groove is formed in the base, the saddle body is arranged in the mounting groove, a lubricating structure is arranged between the bottom face of the saddle body and the mounting groove, and gaps for prolonging the natural vibration period of the saddle body are formed between the saddle body and bosses at the two ends of the mounting groove. The saddle body is further connected with the bosses at the two ends of the mounting groove through pre-tightening structures, and the contact face between the lubricating structure and the mounting groove is a swing face of an arc-shaped structure. The saddle body and the base are connected through the pre-tightening structure, when a strong earthquake occurs, the pre-tightening structure is damaged firstly, the saddle body and the base are separated, the saddle body swings and slides along the mounting groove under the action of earthquake energy absorbed by the main cable, part of the earthquake energy is consumed, the impact of the earthquake energy on the main tower is reduced, and the construction cost of the main tower is effectively reduced; meanwhile, the safety of the suspension bridge is facilitated.
