The invention provides a modifier, which is prepared from the following components in parts by mass: 0.3 to 0.7 part of mineral powder; 0.13 to 0.3 part of steel slag powder; 0.1 to 0.7 part of calcium sulfate whisker; 0 to 0.2 part of barium sulfate; and 0.1 to 0.21 part of a fiber suspending agent. The steel slag powder can provide Ca < 2 + > lacking in the hydration process of the cementing material and continuously generate C-S-(A)-H gel, and the C-S-(A)-H gel can be bonded with the whiskers, so that the integrity of the cementing material is improved, and the crack resistance and toughness are improved; sO4 < 2-> dissolved from the mineral powder and the desulfurized gypsum can induce the calcium-rich layer to quickly absorb water and dissolve, so that the structure of the cementing material is denser, and the bearing capacity and compressive strength of the cementing material are improved; the calcium sulfate can effectively reduce the destructive effect of external force impact and improve the compressive strength of the cementing material.
