The invention relates to a coupling beam device capable of horizontally moving and vertically limiting and a construction method thereof. The device is vertically arranged between a box girder bottom plate and the pier top of a bridge pier. The base plate is horizontally arranged and fixed to the top of a pier. The two limiting plates are vertically arranged and symmetrically fixed to the top face of the base plate, and horizontal strip-shaped limiting holes are formed in the limiting plates. Two ends of the sliding bearing are inserted into the limiting holes; the middle of each flexible inhaul cable surrounds the lower portion of the sliding bearing, the two ends of each flexible inhaul cable upwards penetrate through the box girder bottom plate and are anchored to the upper portion of the box girder bottom plate, and the flexible inhaul cables on the two sides are symmetrically and obliquely arranged in a V shape; the length direction of the sliding bearing is perpendicular to the length direction of the limiting hole, the middle of the flexible inhaul cable can slide in the length direction of the sliding bearing, and the sliding bearing can slide in the length direction of the limiting hole. The device is compatible with relative displacement between piers and beams while serving as a vertical limiting device, and is compact in structure and high in shock resistance.
