The invention relates to a pier beam connecting device capable of horizontally moving and vertically limiting and a construction method of the pier beam connecting device. The device is vertically arranged between a box girder bottom plate and a pier top and comprises a base plate, a limiting plate, a sliding bearing and a flexible inhaul cable from bottom to top. The base plate is horizontally arranged and fixed to the top of a pier. The two limiting plates are vertically arranged and symmetrically fixed to the top face of the base plate, and horizontal strip-shaped limiting holes are formed in the limiting plates. Two ends of the sliding bearing are inserted into the limiting holes; the top end of the flexible inhaul cable upwards penetrates through the box girder bottom plate and is anchored above the box girder bottom plate, and the bottom end of the flexible inhaul cable surrounds and is connected to the periphery of the sliding bearing; the length direction of the sliding bearing is perpendicular to the length direction of the limiting hole, the bottom end of the flexible inhaul cable can slide in the length direction of the sliding bearing, and the sliding bearing can slide in the length direction of the limiting hole. The device is compatible with relative displacement between piers and beams while serving as a vertical limiting device, and is compact in structure and high in shock resistance.
