The invention discloses a discharging device with a self-adaptive water level adjustment self-discharging and forced-discharging mode and a working method. The discharging device comprises a first control gate shaft, a second control gate shaft and a third control gate shaft, the self-discharging system and the forced discharging system are arranged in parallel; the self-drainage system comprises a first self-drainage system water inlet electric valve, a self-drainage system water drainage pipe channel and a self-drainage system discharge outlet which are sequentially arranged from the first control gate shaft to the river and lake edge line; and the forced drainage system comprises a first forced drainage system water inlet electric valve, a pump station water inlet pipeline, a drainage pump station, a pump station water outlet pipeline, a pressure relief well, a pipeline for leaving from the creek after pressure relief and a forced drainage system discharge port which are sequentially arranged from the first control gate shaft to the river and lake side line. The self-drainage mode and the forced drainage mode can be switched in a self-adaptive mode according to the water level change, the drainage efficiency is improved, drainage can be conducted through natural water level difference in the self-drainage mode, extra energy consumption is not needed, energy conservation and environmental protection are achieved, the water inlet flow change can be flexibly coped with through the variable frequency pump, and the service life of equipment is prolonged.
