The invention discloses a hydraulic engineering desilting device and desilting method. The hydraulic engineering desilting device comprises a silt box, and a silt pumping assembly is installed on the silt box; a filter screen is installed in the sludge box, a square frame is arranged above the filter screen and slidably attached to the inner wall of the sludge box, a filter assembly is arranged on the square frame, a collecting box is fixedly arranged at one end of the sludge box, and a matching block is arranged in the center of the end, away from the collecting box, of the square frame. A bidirectional lead screw is rotationally arranged in the side wall, corresponding to the matching block, of the sludge box, the matching block is in transmission fit with the bidirectional lead screw, and a scraping assembly is arranged on the side, away from the top of the collecting box, of the square frame; when the square frame moves towards the filter screen, the filter assembly is driven to move towards the filter screen until the filter assembly is attached to the filter screen, and then when the square frame moves upwards, the filter assembly drives flexible impurities on the filter screen upwards, so that the filter screen is not shielded any more.
