The invention belongs to the technical field of industrial solid waste resource utilization, and provides circulating fluidized bed fly ash and a modification method and application thereof. The modification method comprises the following steps: mixing and grinding circulating fluidized bed fly ash and a grinding aid to obtain intermediate fly ash; and mixing and grinding the intermediate fly ash and an activating agent, and finishing modification to obtain the modified circulating fluidized bed fly ash. According to the invention, the fly ash of the circulating fluidized bed is successfully modified in a composite modification mode of combining physical grinding and the modifier. In the grinding process, octylene glycol and calcium lignosulphonate are added, and the grinding aiding effect is generated through adsorption between heterogeneous substances; a grinding aid is matched with a physical grinding process to improve the distribution particle size of the fly ash; according to the invention, the compound activating agent is adopted to perfect surface defects and improve a loose and porous structure, the circulating fluidized bed fly ash can be applied to the field of building materials, the resource utilization of the fly ash is improved, land accumulation is reduced, and economic benefits and environmental protection values are achieved.
