The invention relates to an alpha gypsum-based grouting material which comprises gypsum, cement, S95 slag powder, silica fume, redispersible latex powder, an additive and water, the additives comprise a polycarboxylic acid water reducing agent, a defoaming agent, a vegetable protein retarder and hydroxypropyl methyl cellulose ether; wherein the mass ratio of the gypsum to the cement is (9: 1)-(6: 4); the water cement ratio is 0.40 to 0.55; the doping proportion of the silica fume is 4-10% of the sum of the mass of the cement and the alpha gypsum; the doping proportion of the S95 slag powder is 5-11%; the doping proportion of the redispersible latex powder is 1-1.9%; the doping proportion of the polycarboxylate superplasticizer is 0.5%-1.0%, the doping proportion of the defoaming agent is 0.02%-0.06%, and the doping proportion of the retarder is 0.01%-0.05%; the doping ratio is the ratio of the components to the total mass of the gypsum and the cement; and the content of the hydroxypropyl methyl cellulose ether in the alpha gypsum-based grouting material is 0.1-0.5%. The gypsum-based cold-mixed semi-flexible pavement material prepared by pouring a cold-mixed large-gap matrix asphalt mixture with the grouting material has the characteristics of low shrinkage, low pollution, low energy consumption and the like.
