The construction method comprises the following steps that firstly, surveying and setting out are conducted; 2, a riverway is trimmed and cleaned; 3, flow guide steel pipes are installed; 4, backfilling the two sides of the flow guide steel pipe; 5, prefabricating a crossing pipeline section of the oil and gas pipeline; sixthly, the penetrating pipe ditch is excavated; seventhly, the penetrating pipeline section of the oil and gas pipeline is placed in place; 8, pipe stabilizing measures are taken for the crossing pipeline section; ninthly, backfilling the crossing pipeline section; and tenthly, the ditch is dredged, and the landform is restored. The method can save land acquisition cost, reduce earth-rock work amount, improve construction progress and save construction cost.
