The invention provides an open cut tunnel and road protection system, and relates to the technical field of disaster protection. The open cut tunnel comprises multiple sections of open cut tunnel bodies and a track, the open cut tunnel bodies have extending directions, and the multiple sections of open cut tunnel bodies are sequentially arranged in the extending directions; the two ends of the open cut tunnel body are connected with the first base through rails correspondingly, the open cut tunnel body is in sliding fit with the rails, and the rails extend in the extending direction. After disasters such as avalanche or debris flow occur, the damaged open cut tunnel body can be specifically replaced, and the whole open cut tunnel does not need to be replaced. Moreover, all the open cut tunnel bodies are gathered and connected in series in seasons or time periods with high probability of occurrence of avalanche or debris flow to form the integral open cut tunnel, so that the avalanche or debris flow can be resisted to protect the road; all the open cut tunnel bodies are dispersed in seasons or time periods with the small occurrence probability of avalanche or debris flow, so that the ventilation and lighting performance of the open cut tunnel is improved through the gaps, dependence on ventilation equipment and lighting equipment is reduced, and the use cost is saved.
