The invention discloses rigid waterproof mortar and a preparation method thereof. The rigid waterproof mortar comprises low-shrinkage cement, selected graded fine aggregate, an admixture, fibers, a high-efficiency water reducing agent, a water-retaining agent, a defoaming agent and an expanding agent. The admixture is prepared from high-content amorphous silicon dioxide in the rice hull ash, so that the effect of solid waste utilization is achieved, generation of ettringite and needle-like C-S-H gel can be promoted, and the compactness of the cement mortar is improved. Meanwhile, the low-shrinkage cement and the polymer fibers are mixed, so that the overall cement mortar is improved to the greatest extent. The cement anti-permeability mortar has excellent anti-permeability effects in early and later stages; the early mechanical strength is developed quickly, the later strength is stably and sustainably developed, a delaminating failure mode or a stripping mode different from that of the traditional waterproof mortar and a brittle failure mode different from that of the traditional waterproof mortar can be generated, and a test piece is free of a stripping phenomenon after being damaged, still has a complete form and can be widely applied to the field of building waterproof engineering.
