The waste heat recovery system comprises an air conditioner heating and ventilation loop (1); a hydraulic cooling circuit (2); the heat exchange device (3) is connected with the air conditioner heating and ventilation loop (1) and the hydraulic cooling loop (2) and is configured to provide waste heat from the hydraulic cooling loop (2) for the air conditioner heating and ventilation loop (1); the first temperature sensor (4) is configured to detect the temperature output by the air conditioner heating and ventilation loop (1); the processor (5) is configured to determine the target working state of the two-way valve (11), the pump body (12) and/or the thermistor (13) according to the relation between the temperature output by the air conditioner heating and ventilation loop (1) and the preset temperature, and adjust the two-way valve (11), the pump body (12) and/or the thermistor (13) to the target working state through a fractional order PID controller.
