The invention discloses a construction method for additionally arranging an inspection well through a steel open caisson under the condition that water supply and drainage pipes do not cut off water, which comprises the following steps: 1, sinking construction is carried out at the position where the inspection well needs to be arranged in a non-drainage mode, and a steel horse-riding-shaped open caisson shell is pressed in; 2, after the steel horse-riding-shaped open caisson shell sinks to the designed depth, a soil body in the steel horse-riding-shaped open caisson shell is excavated, and a plurality of suspension protections arranged in the length direction of the water supply and drainage pipe are formed on the outer wall of the lower portion of the water supply and drainage pipe; 3, the soil body continues to be excavated to the bottom position of the steel horse-riding-type open caisson shell, concrete is adopted for bottom sealing construction, and a cushion layer is poured; 4, a bottom plate and a pipeline cushion block of the inspection well are constructed on the cushion layer; 5, the remaining structure of the inspection well is constructed upwards from the bottom plate, and the inspection well is connected with the water supply and drainage pipe; and 6, after all construction of the inspection well is completed, all suspension protectors and pipeline cushion blocks of the pipe are removed, and the water supply and drainage pipe is broken. The construction efficiency and safety are improved, and the stability and sealing performance of the pipeline are ensured.
