The invention belongs to the technical field of coal gangue modification, and particularly provides a preparation method of an emulsified asphalt cold recycled mixture based on papermaking waste liquid modification. The method mainly comprises the following key steps: S1, pretreating coal gangue; the method comprises the following steps: firstly, crushing and screening coal gangue to obtain coal gangue powder with the particle size of about 0.18 mm; s2, modifying and activating the coal gangue fine powder, and grinding 2-4 parts by weight of the coal gangue fine powder in a planetary ball mill. The preparation method has the advantages that by introducing the lignosulfonate, the coal gangue powder can fully absorb the anionic emulsifier and form a microcapsule structure. When the coal gangue powder is added into the emulsified asphalt mixture, the surface of the RAP material can be modified, and meanwhile, the coal gangue powder and the cationic emulsified asphalt can generate a charge attraction effect, so that the emulsified asphalt, the coal gangue powder and the RAP material are tightly bonded, and the synergistic interaction effect of the coal gangue powder and the anionic emulsifier is fully exerted; therefore, the early strength and the overall performance of the emulsified asphalt cold-recycled mixture are improved.
