The invention relates to the technical field of road engineering. The invention discloses a recycled concrete aggregate semi-rigid base material in a seasonal frozen region as well as a preparation method and application thereof. The semi-rigid base material is prepared from the following raw materials: recycled coarse aggregate, recycled fine aggregate, cement, slaked lime, fly ash, slag, an alkali activator, phosphogypsum, MoS2 nano-modified graphene oxide and water. The preparation method comprises the following steps: mixing and dispersing MoS2 nano-modified graphene oxide and water to prepare a premix; mixing the cement, the slaked lime, the fly ash, the slag, the alkali activator and the ardealite to prepare a mixture; and adding the mixture into the recycled coarse aggregate and the recycled fine aggregate, stirring, adding the premix, and stirring to obtain the concrete. The invention further discloses application of the semi-rigid base material in road engineering in seasonal frozen areas. The prepared recycled concrete aggregate semi-rigid base material in the seasonal frozen region is excellent in mechanical property, freeze-thaw deformation resistance, durability and water stability.
