The invention relates to an air cushion type surge chamber maintenance guarantee system which comprises a diversion tunnel, a plurality of connecting tunnels and a plurality of air cushion type surge chambers, the connecting tunnels are arranged at intervals in the length direction of the diversion tunnel, and a pressure pipeline extending in the length direction is arranged in each connecting tunnel. The two ends of each pressure pipeline are communicated with the diversion tunnel and one air cushion type pressure regulating chamber respectively, an overhaul valve is arranged in the middle of each pressure pipeline, flange pipe joints are installed at the two ends of each overhaul valve, and the ends, away from the diversion tunnel, of the air cushion type pressure regulating chambers are communicated with one another through ventilation pipelines. The ventilation pipeline is sequentially provided with ventilation valves between every two adjacent air cushion type pressure regulating chambers, and flange pipe joints are installed at the two ends of each ventilation valve. A plurality of air cushion type surge chambers are arranged in the overhaul guarantee system, so that in the overhaul period of part of the air cushion type surge chambers, the rest of the air cushion type surge chambers continue to work to guarantee that part of units continue to generate power.
