The construction method comprises the following steps that S1, river sand is taken in situ in the river to build an island; s2, cofferdam steel sheet pile construction is conducted after island building, and cofferdam steel sheet piles are driven to the top of a shale layer; and S3, a plurality of anchor pulling steel sheet piles are arranged behind the cofferdam steel sheet piles in the length direction and the width direction of the cofferdam correspondingly, and the cofferdam steel sheet piles and the ground anchor steel sheet piles are subjected to anchor pulling and fixing through finish rolling deformed steel bars. According to the method, island building is combined with the steel sheet piles, the pull anchors are arranged behind the steel sheet piles, soil reserved on the inner sides of the steel sheet piles provides passive soil pressure, and the problems of stability and water stopping of the steel sheet piles are solved.
