A semiconductor condenser (2) is arranged between the water storage cavity (a) and the heat dissipation cavity (b), and the current input end of the semiconductor condenser (2) is in butt joint with a storage battery pack of the vertical axis wind power generation assembly (3). The device can completely overcome adverse factors such as water shortage, low temperature and wind damage which inhibit plant growth, can really achieve manual restoration of damaged units in an unattended mode, can completely achieve restoration to a surrounding ecological base line, and greatly improves the work efficiency of restoration.
