The rotating disc can make contact with a tire so as to generate counter-acting force to drive the rotating disc to rotate. The rotary table is driven to rotate by the counter-acting force generated by contact of the rotary table and the tire, and extra power driving is not needed; and the device can be conveniently stored at the bottom of the vehicle.
