The invention discloses a water stop belt mounting and fixing device and method, and relates to the technical field of building construction devices. The device comprises an operation table, a discharging port is formed in one end of the operation table, bending sliding grooves are symmetrically formed in one end of the operation table, bending push rods are slidably connected to the interiors of the bending sliding grooves, guide sliding grooves are formed in the bottom of the operation table, guide push rods are slidably connected to the interiors of the guide sliding grooves, and traction sliding rods are rotatably connected to one ends of the bending push rods. After a handle is held to drive a positioning clamping groove to clamp the two ends of a water stop belt and the two ends of a steel bar frame, a control button is pressed to drive a material pushing rod to push a locking steel bar falling into a first discharging opening to abut against one side of the steel bar frame, and then an electric push rod is started to push two bending push rods to move close to each other along the interior of a bending sliding groove; and the bending push rod pushes the locking steel bar abutting against the steel bar frame to be bent, and the locking steel bar pushes the water stop belt to be attached to one side of the steel bar frame.
