The invention relates to the technical field of building structure connecting joints, in particular to a full-bolt cylinder connecting joint and a building. The full-bolt cylinder connecting joint comprises a combined core column. The combined core column comprises a groove part and a column part; the groove part and the column part are welded to the ends, connected oppositely, of the first column body and the second column body respectively. The size of a groove body of the groove part is the same as that of the column part, and the position of the groove body of the groove part corresponds to that of the column part; when the end of the first column body is connected with the end of the second column body, the column part is inserted into the groove part, and the limiting effect is achieved in the horizontal direction. According to the technical scheme, through the design of the combined core column, the passive self-resetting function between the first column body and the second column body is achieved. When the column part is inserted into the groove part, limiting in the horizontal direction is provided, after displacement or deformation occurs, the column body can be promoted to return to the original position, and the stability and reliability of the structure are enhanced.
