The invention relates to a Portland cement-based tunnel waterproof grouting material and a preparation method and application thereof, and belongs to the technical field of underground engineering, and the grouting material comprises the following components in parts by weight: 30 to 50 parts of PO42.5 Portland cement, 1.8 to 3 parts of sodium-based bentonite, 0.03 to 0.15 part of sodium methyl silicate, 0.06 to 0.25 part of hydroxypropyl methyl cellulose ether, 0.15 to 0.35 part of sodium sulfate, 0.009 to 0.04 part of triisopropanolamine, and 0.006 to 0.01 part of lithium carbonate. The paint is prepared from the following components in parts by weight: 0.06 to 0.1 part of polyethylene glycol 400, 0.06 to 0.1 part of styrene-butadiene latex powder, 0.03 to 0.15 part of VAE latex powder, 0.3 to 0.5 part of tributyl phosphate and 30 to 50 parts of water. The prepared grouting material has excellent dispersion resistance and higher mechanical property, flowability and setting percentage, and can realize efficient filling of tunnels.
