The method comprises the following steps: selecting high-modulus asphalt mixture gradation; determining an initial asphalt-aggregate ratio OAC according to the volume index parameters, and determining an initial high-modulus agent mixing amount according to instructions; preparing more than three groups of high-modulus asphalt mixtures with different asphalt-aggregate ratios and an interval of 0.1% or 0.2% according to up-down floating of OAC; testing to obtain the dynamic stability DS of mixtures with different asphalt-aggregate ratios and the damage strain index epsilon B of the low-temperature bending small beam; and carrying out dimensionless treatment on the dynamic stability and the low-temperature bending failure strain index of the high-modulus asphalt mixture. According to the method, the performance balance is used as a design concept, the high-modulus asphalt mixture is subjected to balance design, the high and low temperature performance balance and the modulus and fatigue performance balance of the mixture are considered, the optimal asphalt-aggregate ratio and the optimal high-modulus agent mixing amount are determined by combining the two-time balance design, and a new thought is provided for fine design of the high-modulus asphalt mixture.
