The construction structure comprises a support pile, a structure boundary beam, a water stop reverse ridge, a lining wall masonry structure, a drainage ditch, a first waterproof coating layer, a decorative aluminum plate, a maintenance louver, a second waterproof coating layer, a drainage pipe, a water guide pipe, an intercepting ditch, a basement bottom plate and a basement floor slab. The construction method comprises the following steps: support optimization; supporting construction; constructing a basement main body structure; chiseling off a waist beam; constructing a water stop reverse ridge; constructing a ditch; arranging a water pipe; and lining wall building.
