The invention provides a modified steel slag preparation tool for a pavement base and a modified steel slag preparation method. The preparation tool comprises a conveying mechanism, a material box, a stirring device, a spraying device, a dipping box and a driving mechanism. Lap joint parts are arranged on the material box, at least one lap joint part is pivotally connected to the material box through a connecting piece, a baffle is arranged on the conveying mechanism, when the material box is driven to be close to the conveying mechanism, the lap joint parts are extruded by the baffle to enable the elastic piece to be compressed to store energy, and when the lap joint parts are separated from the baffle, the elastic piece releases energy to enable the material box to be in lap joint to the conveying mechanism; when the material box is immersed in the dipping box, the lap joint part is extruded by the dipping box to be in a contraction state. A heating ventilation part is further arranged between the conveying mechanism and the dipping box, and the driving mechanism can drive the material box to stop at the heating ventilation part and is used for drying the dipped aggregate. Stirring can be carried out while spraying is carried out, the outer layer of aggregate can be evenly sprayed to make contact with a modifier, and the forming effect of a modified layer is improved.
