The device comprises a box body shell, a spring and a mass tuning container are arranged in the box body shell, a plurality of baffles are arranged in the mass tuning container, the mass tuning container is divided into a plurality of independent cavities by the baffles, and the cavities are closed containers and are filled with damping particles; vibration energy is consumed through collision and friction between the damping particles and the inner wall of the cavity and mutual collision and friction between the damping particles.
