The invention relates to a system and an assembly (1) constructed on such a system for fastening a rail (S) to a substrate (2). The system comprises a planar element (3) having a through-opening (21, 22) leading from the upper face (14) to the lower face (20) thereof, and comprises an anchor (4, 5) having an anchor body (27) which is inserted into the substrate (2) during use and an insertion opening defined by an end portion (28) of the anchor body (27) for inserting a fastening element (11, 12) into the anchor body (27). According to the invention, a holding portion (29) which projects laterally from the end portion (28) is connected to the end portion (28) of the anchor body (27) via a connecting portion (30-33) provided with a predetermined breaking point. On the lower face (20) of the planar element (3), a holder (38, 39) is provided in which the through-opening (21, 22) of the planar element (3) opens and the anchor (4, 5) is held with the holding portion (29) thereof. The holder (38, 39) forms a stop (48) for the holding portion (29) that acts in the longitudinal direction of the anchor (4, 5). The inner contour of the through-opening (21, 22) of the planar element (3) is adapted to the outer contour of the anchor in such a way that the anchor body (27) can be moved through the through-opening (21, 22) of the planar element (3) after a breakage of the connecting portion (30-33).
