A counterweight displacement mechanism and an operating machine (100). The counterweight displacement mechanism comprises a machine frame (1), a rotary table (2), a counterweight mounting frame (3), a counterweight (4) and a jacking device (5), wherein the rotary table (2) has a head portion (21) and a tail portion (22), and the head portion (21) is connected to the machine frame (1); the counterweight mounting frame (3) is rotatably connected to the tail portion (22) along an axis in a vertical direction, the counterweight mounting frame (3) is provided with a connecting portion (31), and the connecting portion (31) is located on one side of a rotating axis of the counterweight mounting frame (3); the counterweight (4) is provided with a mating portion (41) detachably connected to the connecting portion (31); and the jacking device (5) is used for driving the mating portion (41) to move up and down relative to the connecting portion (31).
