PROBLEM TO BE SOLVED: To provide a construction system and a construction method for the foundation of floating structures, which can efficiently construct the foundation of the floating structures.SOLUTION: A construction system 10 for the foundation of floating structures is to construct the foundation of the floating structures comprising a foundation unit 5 floatable in the sea and having a plurality of plan-view polygonal bottomed cylindrical cells 7 arranged in a horizontal array. The construction system 10 comprises: a pouring unit 20 which pours concrete on the lower side 5A of the foundation unit 5 that is fabricated and launched in the sea in advance; a lifting unit 30 which can lift the pouring unit 20; and a support unit 40 which is detachable inside the cell 7, supports the pouring unit 20 and the lifting unit 30 and can be lifted by the lifting unit 30.SELECTED DRAWING: Figure 6
