PROBLEM TO BE SOLVED: To provide a support frame for a solar battery panel and a solar power generation device that allow the solar battery panel to be installed readily even when a work space is narrow.SOLUTION: In a support frame 20 for a solar battery panel, a second rail 220 supporting a lower edge 10b of a solar battery panel 10 includes a mounting surface 221b-1 on which the lower edge 10b of the solar battery panel 10 is mounted, and a temporary support protrusion 221b-2 that temporarily supports the lower edge 10b on the mounting surface 221b-1 by protruding from the mounting surface 221b-1 and having the lower edge 10b come into contact therewith. The lower edge 10b being temporarily supported by the temporary support protrusion 221b-2 is held between the temporary support protrusion and the mounting surface 221b-1 and fixed on the second rail 220, thus providing a lower fixing metal fitting 262 for fixing the lower edge 10b to the second rail 220.SELECTED DRAWING: Figure 7
