PROBLEM TO BE SOLVED: To provide a piezoelectric element with improved piezoelectric characteristics and a device applied with the piezoelectric element.SOLUTION: A piezoelectric element 300 includes: a first electrode 60; a piezoelectric layer 70 formed on the first electrode 60 by a solution method, which is composed of a complex oxide having a perovskite type structure of a crystal structure other than pseudocubic including potassium, sodium, and niobium; and a second electrode 80 formed on the piezoelectric layer 70. The piezoelectric layer 70 has a change point at a temperature lower than the Curie temperature in a viewpoint of a temperature change of relative dielectric constant.SELECTED DRAWING: Figure 3
