PROBLEM TO BE SOLVED: To provide a heat insulating panel that can prevent leakage of a foamed material without using a seal material.SOLUTION: A heat insulating panel comprises a pair of surface plates 23 and 23, a frame material 30A, and a foamed material 25 packed in an internal space 27 surrounded by the pair of surface plates 23 and 23 and the frame material 30A. The frame material 30A comprises at least two corner members 34 and 37, an edge member 33, and a plate-like member 45. The frame material 30A is provided with a degassing part 60 that can discharge gas in the internal space 27 to the outside. The degassing part 60 comprises a gap S1, a first exhaust passage 61, a second exhaust passage 62 provided in the edge member 33, and a through hole 63 provided in the corner member 37. The first exhaust passage 61 is a space formed between an inner surface 51B of a bottom wall part 51 of the corner member 34 and the plate-like member 45. The internal space 27 is made to communicate with the first exhaust passage 61 via the gap S1. The through hole 63 is made to communicate with the first exhaust passage 61 via the second exhaust passage 62.SELECTED DRAWING: Figure 9
