PROBLEM TO BE SOLVED: To provide a flame-retardant heat insulation panel having excellent fire resistance and adhesive strength and/or compression strength.SOLUTION: A method for manufacturing a flame-retardant heat insulation panel 100 which is formed by laminating a fire-resistant heat insulation layer 10 obtained by curing and molding an urethane resin composition 5 containing a flame retardant and exterior materials 1 and 1 includes: a step of arranging the urethane resin composition 5 containing the flame retardant in a mold 2 having the exterior materials 1 and 1 arranged therein; and a step of curing the urethane resin composition 5 containing the flame retardant under pressurization.SELECTED DRAWING: Figure 2
