PROBLEM TO BE SOLVED: To monitor whether or not a normal operator is driving a vehicle.SOLUTION: A driving state monitoring section 26 includes: an acquisition section 261 for acquiring identification information for identifying a driver of a vehicle 2 from a key 1 of the vehicle 2; a driving state recording section 263 for acquiring current driving information that indicates the driving state of the driver and causing a vehicle storage section 23 or a key storage section 11 to store the current driving information in association with the identification information; and a processing execution section 264 for controlling traveling of the vehicle on the basis of a result obtained by comparing past driving information that indicates a past driving state stored in the vehicle storage section 23 or the key storage section 11 and the current driving information acquired by the driving state recording section 263 during driving with each other.SELECTED DRAWING: Figure 1
