PROBLEM TO BE SOLVED: To provide a manufacturing method capable of easily providing a water-reducing agent for a hydraulic material having extremely excellent dispersion performance.SOLUTION: There is provided a method for manufacturing a water-reducing agent for a hydraulic material, including a process for polymerizing a monomer component containing an unsaturated polyalkylene glycol ether-based monomer (a) and an unsaturated carboxylic acid-based monomer (b) in the presence of hydrogen peroxide, the hydrogen peroxide provides conversion phosphoric acid ion concentration in a hydrogen peroxide 5% solution of 600 mass.ppm or less.SELECTED DRAWING: None
