The body case includes a cylindrical side wall 22 and a top wall 24 sealing a top part of the side wall, the side wall and the top wall having an air-tight structure. At least a control panel 32, a storage battery 36 and a motor 38 are disposed inside the body case above a lowest height position X derived based on a highest flooding water level inside the body case at a time of flood.EFFECT: A device is made compact because a storage battery and other components need not be disposed at a high position for avoiding submergence.SELECTED DRAWING: Figure 5
