PROBLEM TO BE SOLVED: To provide a vehicle communication system, an on-vehicle device, a portable device, and a computer program that improve position determination accuracy of the portable device, taking an impact of a shield into consideration.SOLUTION: A vehicle communication system includes an on-vehicle device for transmitting and receiving signals via a plurality of antennas provided at different positions of a vehicle and a portable device including a measuring unit for receiving the signals transmitted from the antennas and measuring reception intensity of the received signals. The on-vehicle device or portable device includes a determination unit for determining the position of the portable device on the basis of the reception intensity measured by the portable device. The vehicle communication system includes a reception state determination unit for determining whether a reception state is good or bad from the reception intensity of each of the signals received by the portable device from the antennas.SELECTED DRAWING: Figure 4
