To provide a water and electricity supply method and a water and electricity supply device that can use drinking water in a drinking water storage tank on a trolley and a power source obtained from a solar panel in the event of an emergency.SOLUTION: A water and electricity supply method includes a tap water supply step of connecting a drinking water storage tank 5 to a tap water line either indoors or outdoors, and using tap water via the drinking water storage tank 5, a drinking water storage tank mounting step of removing the drinking water storage tank 5 from the tap water line at the time of emergency use, and mounting the drinking water storage tank 5 on a carriage 15 having a caster 17, a solar panel installation step of swingably installing a solar panel 21 having a power supply unit 21c on the carriage 15 via a leg-shaped support member 19, a carriage moving step of moving the carriage 15 after the solar panel 21 is installed to an arbitrary location outside a room where the sun rays hit, and a solar panel angle changing step of rotating the solar panel 21 from at least the inclined posture to the substantially horizontal posture by the operating force while the sun appears.SELECTED DRAWING: Figure 11
