To provide a ground strength calculation device and ground strength calculation program that can determine ground strength accurately while excavating the ground.SOLUTION: The ground strength calculation device according to the present invention measures ground strength using an excavation machine that excavates the ground by applying rotational forces and intermittent impacts to a drilling tool. The ground strength calculation device includes: an impact times acquisition unit that acquires the number of impacts by the drilling tool per unit time; a speed acquisition unit that acquires the excavation speed of the drilling tool; an acceleration acquisition unit that acquires the maximum acceleration amplitude for the drilling tool per unit time; and a calculation unit that acquires a strength index calculated from the number of impacts (time/second)/the drilling speed (meter/second)*the maximum acceleration amplitude (meter/second).SELECTED DRAWING: Figure 4
