To evaluate visibility of a road surface sign more easily and more stably.SOLUTION: A shape estimating unit 112 estimates a shape of a road surface sign from a captured image obtained by capturing a road to classify it with respect to whether there is a road surface sign and what kind it is. A shading estimating unit 113 estimates shading of the road surface sign from the captured image to classify it into blurred degrees of the road surface sign. A section line evaluating unit 115 evaluates a blurred degree of section lines of each section including a plurality of captured images. 【課題】路面標示の視認性をより簡易に、より安定して評価することを目的とする。【解決手段】形状推定部112が、道路を撮影した撮影画像から路面標示の形状を推定して路面標示の有無及び種別を分類し、濃淡推定部113が、撮影画像から路面標示の濃淡を推定して路面標示の掠れ度合いの段階を分類し、区画線評価部115が、複数の撮影画像をまとめた区間ごとに区画線の掠れ度合いを評価し、出力部116が、区間ごとの区画線の掠れ度合いを出力する。【選択図】図1
