To provide a foundation structure and a foundation construction method capable of transmitting horizontal force acting on a building to a ground improvement body in a simple configuration.SOLUTION: A foundation structure 10 is provided with: ground improvement bodies 20 in wall shapes separating the ground 12 to a plurality of sections; a foundation bottom plate 42 of a building 14 supported by the ground improvement bodies 20; projecting parts 44 projecting downward from the foundation bottom plate 42 in such a way that at least one of its side surface abuts the ground improvement bodies 20; and piles 30 of which upper ends are buried in the projecting parts 44.SELECTED DRAWING: Figure 1
