To provide a placing plan preparing device capable of preparing a suitable placing plan and a placing plan preparing method.SOLUTION: A placing plan preparing device 100 for preparing a placing plan in concrete placing, comprises: an order setting unit 42 for setting a provisional placing order; an order updating unit 44 for repeatedly updating the placing order; an order evaluation unit 45 for evaluating the placing order; and an order determination unit 46 for determining a normal placing order based on the evaluation. The order evaluation unit 45 substitutes the placing order into a previously formulated energy function, and calculates energy for evaluating the placing order based on a placing time interval when placing is performed in the placing order.SELECTED DRAWING: Figure 1
